“Born again” language is sometimes used by Christians to signal some kind of conversion experience, a break with an old sinful life and a new life following Jesus. Peter uses “born anew” language to encourage Christians to stop putting trust in their “futile” conduct to become valuable and worthy and instead trust in Christ’s death and resurrection—then to live as together as holy people during this “exile” as resident aliens.
